February 2025 Annual Member Meeting
Date: Tuesday, February 18, 2025
Time: 6:30 – 9:00 pm
Meeting was called to order at 6:32 p.m. and quorum was established. Board of Directors present: Dave Jacobs (President), and Lauren Fulton (Vice President). Members at Large present: Cheryl Gerger, Lash Russell. ECC Members present: Rich Love, Sid Raines, and Ron VanZandt.
Welcome and Introductions
Board members present identified and callout given to Members at Large and ECC members.
Secretary’s Report
· Current member count is 87. Two new members joined at meeting bringing total to 89.
· Ask that members encourage non-member neighbors and friends to become members.
· Directories were distributed via email last October. Hard copies available upon request.
Property Status
· No new home sales this year (3 listed, with 1 under contract)
Treasurer’s Report
· Reviewed historical financials and a YTD summary.
· Motion was passed to approve up to $4000 for the State Farm Liability policy. We are expecting rates to increase this year.
· July 4th tractor parade was more expensive this past year due to required permits.
· Motion was passed to approve $3133.28 in expenses for legal support regarding a noncompliant property owner.
· Discussion regarding providing more detail in the monthly financial summaries posted to the website. Full information is always available to members upon request.
· The Board has been exploring electronic payment options due to several member requests. A traditional checking account would continue to be maintained, and members could continue to pay dues via check.
· Motion was passed to give Quickbooks a “test drive” and an update to be provided at the fall meeting.
Environmental Control Committee (ECC) Report
· ECC is seeing a decrease in applications.
· ECC is receiving exterior maintenance requests, including hail damage repair.
· ECC is currently full but will welcome “ride alongs” to those interested in becoming an ECC volunteer in the future.
2023-2024 Deerfield Fire Mitigation Grant Program (Run by Colorado State Forest Service)
· 90% of the original grant funds have been utilized.
· Looking for 5-8 property owners to join the waitlist for spring 2025 mitigation work.
Homeowner Insurance Discussion
· Review presentation from Colorado Division of Insurance “Homeowners Insurance: Challenges and Opportunities”
Activities
· Spring Dumpster Day – date TBD – May/June
· July 4th Tractor Parade
o Suggestion to formally include classic cars in parade
· Winter Social – December 13, 2025
Other Business – Open discussion
· Discussion on Colorado House Bill 24-1152, which pertains to Accessory Dwelling Units (ADUs). At this time, it appears that this law will not apply to Deerfield as our covenants currently override the law.
· ECC compliance issues were raised. Multiple members are concerned with ATV tracks in our open space and on individual properties. Douglas County does not permit private motorsports tracks on lots smaller than 35 acres.
· Motion passed to change our By-Lays, ARTICLE VIII – PAYMENT OF BILLS, to authorize the Board to spend no more than $5000 on any single project or item without approval at a meeting where a quorum of members is present. The prior value was $3000. The new text shall read:
No financial obligation can be created without the approval of the entire Board of Directors. The Board of Directors can spend no more than $5000 on any single project or item without approval at a meeting where a quorum of members is present. The Board of Directors may commit the DHPO to legal action, including mediation or binding arbitration, potentially costing more than $5000 with the approval of a simple majority (51%) or a quorum of members, either at a regular meeting or meeting specially called for that purpose.
· DHPO Board of Directors is seeking a volunteer to lead a social committee, assisting with our events (i.e. July 4th Tractor Parade, Winter Social, etc.).
