September 2022 Semi-annual Member Meeting

Time: 6:30 to 9 PM
Location: Franktown Fire Station – Main Large Meeting Room
We established a quorum with 49 members in attendance and 15 proxies for non-attending members, totaling 64 membership votes. We began the meeting shortly after 6:30. Tom introduced the board members & ECC volunteers before covering the agenda. All board members and 4 of 5 ECC volunteers were in attendance.
Ginney presented the Treasurer’s report. Last fiscal year, disbursements exceeded income. Legal expenses were the largest expenditures, and a detailed breakdown was provided. She also provided a YTD 2022-23 summary and estimated expenditures for the year. She explained how the special projects account will be used for fire mitigation project. There was a suggestion to look into an electronic payment option to increase membership levels. Detailed financial handouts were provided to attendees and are also posted on the website.
Tom covered ECC Enforcement, including financial impacts and key milestones. He also discussed the current status of proposed second amendment to the covenants.
The ECC volunteers in attendance provided an update on recent observations and trends on applications. They plan on conducting a drive around to observe off street parking covenants adherence in early October. There was a suggestion made to highlight the ECC’s high application approval rate in DHPO communications. We highlighted action items taken after the meeting with Commissioner Teal this spring, regarding traffic, speed enforcement, salt on roads, and dead tree removals. We briefly discussed ECC Guidelines proposed last year. No motion was made to adopt these guidelines. Lauren provided an update on the website re-design and outreach efforts to validate the DHPO directory contact information prior to publication for accuracy.
Lash provided the program background and timeline for the Fire Mitigation Grant program with the CSFS. Property owners will not require separate ECC application & approval to participate in this program. Lash followed up with the CSFS after the meeting regarding stumps. Stumps will not be removed, but they will be ground down to the forest floor level.
