September 2024 Semi-annual Membership Meeting
Date: Tuesday, September 17, 2024
Time: 6:30 – 9:00 pm
Meeting was called to order at 6:32 p.m. and quorum was established. Board of Directors present: Dave Jacobs (President), Glen Roat (Treasurer), Lauren Fulton (Vice President), Shauna Smith (Secretary). Members at Large present: Cheryl Gerger, Tim Korf, Lash Russell. ECC Members present: Rich Love, Davona Roat, Sid Raines, Ron VanZandt and Fred Pax.

Franktown Fire Protection District: Wildfire Preparedness
Ryan Potton from Franktown Fire Department
o With the spacing of houses in Deerfield, fire is more likely to move slower and higher.
o Video presentation for preparing for wildfire - including things to do before, during and after.
o Confirm registration for Code Red to receive information by phone when emergencies arise.

Colorado Parks and Wildlife – Wildlife Management

o Frequent wildlife sitings in Deerfield – including deer, turkey, coyote and bear,
o Reduce destructive behavior by making sure food, or anything that might resemble food, is out of sight, smell and reach.
o Department likes to be informed when a bear is sighted.
Secretary’s Report – Shauna Smith
· Current member count is 79. The membership count was 74 this time last year. We hope to meet or surpass last year’s final membership count of 96.
· Ask that members encourage nonmember neighbors and friends to become members.
· Contact prior members who are not current members to increase membership.
· Directories will be distributed via email the end of September. Hard copies available upon request.
Welcoming Committee
· The committee meets and greets all new owners, providing personalized gifts and encouraging them to become members.
Treasurer’s Report – Glen Roat
· Financials for 2023-2024 Year End Closing presented,
· Current year 2024-2025 financial status reviewed.
· New method of tracking finances tied directly to Wells Fargo accounts.
· Comments section of line items provides more detailed information.
· Researching merchant service companies to allow for DHPO to make and receive electronic payments – members would like to have a voice in this selection.
· Board members can make payments for items/events up to $2,000.
· Tom Bowles made a motion to approve board of directors being allowed to spend up to $7,000 for the December holiday party. 2nd was received by Diana Love and motion was passed.
Environmental Control Committee (ECC) Report – Ron VanZandt
· Busy year so far with 33 submittals to ECC.
· All submittals have been approved.
2023-2024 Deerfield Fire Mitigation Grant Program (Run by Colorado State Forest Service) – Lash Russell
· Program is a 75% reimbursement program.
· 55 projects have been completed.
· Anticipate that there will be additional funds available for more mitigation work.
· Hold on additional requests until spring of 2025 for better pricing.
Deerfield Sustainability
Larry Falter Comments
o HB24-1152 – signed in January 2024 and becomes effective in June of 2025 - allows for ADU (Accessory Dwelling Unit) on property with a main house
§ Deerfield is currently excluded from this due to Deerfield ordinances
§ ECC to work with Zoning Compliance Office to stop any short-term rentals in Deerfield

Diana Love Comments
o Pine Canyon proposal – Toll Bros. – 1800 homes, resort, hotel and commercial along west side of Founders Parkway from Highway 86 toward Castle Rock.
§ Impact on water – specifically Dawson aquifer
§ Next hearing is October 22, 2024
o Tolls Bros. also interested in building along east side of Parker Road, near Castle Oaks Drive – 4 homes/acre. Have requested a meeting with Diana.
o Franktown Citizen’s Coalition II and www.savefranktown.com for current proposals and happenings in and around Franktown
Membership Feedback – Opening Meetings to Non-Members
· DHPO bylaws require two member meetings per year
· Important to have all Deerfield owners together for goodwill and also to provide information.
· Tom Bowles made motion for DHPO board to compose an agenda for an all Deerfield meeting. 2nd received by Larry Falter and motion was passed.
